Full Professor, Chief of Department and Vice-Dean of the School of Health Sciences of the  Brasilia University (1967-72):  Planning the School with the initial Group of Professors, Coordinating several projects and Community Programs and starting the new idea in Latin America to graduate a Medical doctor for the community and the family

Rector (President) of the  University of Fortaleza (1972-80): Planning the University since the initial idea with several innovations and new strategies and policies in the University field, to get an appropriated and productive University for the poor Northeast region  of Brazil. At the present time  Fortaleza University is one of the best private organization in the country.

4. General Director of the  National Institute of Health  in the State of Ceará.(1982-84) Planning and Managing the Health System for more than 5 million people.

5. Coordinator of the Program for Integrated Actions of Health of the Federal University of Ceará (1981-82)

6. Consultant  of  the  Kellogg Foundation (1980-1985) for the Brazil and Latin America in charge of several Programs of Education in Health, University Planning, General Medicine, Family Medicine, and Networks in Medicine.

7. Consultant in  Human Resources for the Pan-American Health Organization / World Health Organization in several opportunities in Latin America

8. Permanent Consultant in Human Resources of the Pan-American Health Organization in Venezuela (1985-89). In charge of several Programs of Human Developing in the Ministry of Health, Universities and Hospitals.

9. PAHO Representative of the Pan-American Health Organization / WHO in Colombia (1989-93). In charge of the PAHO Office in the Country as United Nations Organization member and responsible for many and important National Programs in the Health field until retirement in 1993.

Director of the Quality of Life Institute (Since 1993) A Non-profit Organization for consulting programs in the areas of Quality of Life, Preventive Medicine and Health Promotion, Human Development, Planning in Health and Education,  Organizations and Development, Community Cities and Quality in  Health Services.

12. Coordinator of the Program “Cooperation for the 4th Age” – A Voluntary Community State Program for public discussion  of the several aspects of the quality of life and ageing, using a Radio Station Program of one hour every Saturday. (Since November 1997).
